MINSK, Dec. 4 (Xinhua) -- Belarusian Deputy Foreign Minister Igor Sekreta on Thursday urged the international community to restore full-scale communication to resolve global conflicts and achieve a new detente.
At a Ministerial Council meeting of the Organization for Security and Co-operation in Europe (OSCE) in Vienna, Austria, Sekreta said direct dialogue is fundamental to conflict resolution.
"Today, it is important to recognize the obvious: in order to end conflicts and achieve a new detente, it is first necessary to restore full-scale international communication, and not the other way around," he said.
Recognizing that governments may not yet be ready for high-level talks, Sekreta proposed engaging analysts, academics and experts to initiate the dialogue process.
He offered Belarus as a neutral venue for such discussions, highlighting the proven role of the Minsk International Conference on Eurasian Security as a platform for diverse and sometimes opposing viewpoints.
Sekreta also addressed the current crisis within the OSCE, saying that consensus is vital for the organization's survival. ■
