HONG KONG, July 1 (Xinhua) -- The meeting celebrating the 25th anniversary of Hong Kong's return to the motherland and also the inaugural ceremony of the sixth-term government of the Hong Kong Special Administrative Region (HKSAR) was held on Friday morning at the Hong Kong Convention and Exhibition Center. Chinese President Xi Jinping, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, attended the event and delivered an address.

Over the past 25 years, with the full support of the country and the joint efforts of the HKSAR government and people from all walks of life in Hong Kong, the success of "one country, two systems" has won recognition throughout the world, Xi said.

"One country, two systems" has been tested repeatedly in practice. It serves the fundamental interests of not only Hong Kong and Macao, but also the whole country and the nation. It has gained wide support from the 1.4 billion-plus Chinese people including the residents of Hong Kong and Macao. It is also widely accepted by the international community. There is no reason for us to change such a good policy, and we must adhere to it in the long run, Xi stressed.

The atmosphere in the center was solemn and warm. Behind the podium were the national flag and emblem of the People's Republic of China (PRC) and the flag of the HKSAR. Xi Jinping and his wife Peng Liyuan walked into the center accompanied by John Lee, the sixth-term chief executive of the HKSAR, and his wife Janet Lam. All present rose and greeted them with warm applause.

The meeting and inauguration ceremony began at around 10 a.m. All rose and sang the national anthem of the PRC.

Xi walked onto the stage to administer the inauguration. Lee took his oath of office, as stipulated in the Basic Law of the HKSAR, in front of the national flag and emblem of the PRC and the flag of the HKSAR with his right hand raised, sworn in as the sixth-term chief executive.

Then, led by Lee, principal officials of the sixth-term HKSAR government took their oaths, administered by Xi.

Members of the Executive Council of the HKSAR were then sworn in by Lee.

After a shower of applause, Xi delivered a speech. He first extended sincere greetings to all the people of Hong Kong and expressed warm congratulations to the newly inaugurated sixth-term HKSAR Chief Executive John Lee, principal officials of the sixth-term HKSAR government, and members of the Executive Council. And Xi expressed heartfelt appreciation to all fellow compatriots both at home and abroad, and international friends for their support for the cause of "one country, two systems" and for Hong Kong's prosperity and stability.

According to Xi, in the over 5,000-year history of Chinese civilization, Chinese ancestors working hard on the land south of the Five Ridges is an important chapter. In the history of modern China after the Opium War in 1840, the humiliation of ceding Hong Kong is a page of pain and also included is the Chinese people's fight for the survival of our country. The past century has witnessed how the Communist Party of China has united and led the Chinese people in its magnificent endeavors for a better future, to which fellow Chinese in Hong Kong have made unique and significant contributions. Throughout history, people in Hong Kong have always maintained a close bond with the motherland in weal and woe.

The fundamental purpose of "one country, two systems" is to safeguard China's sovereignty, security, and development interests and to maintain long-term prosperity and stability in Hong Kong and Macao. All that the central government has done are for the benefits of Hong Kong and Macao, for the wellbeing of all residents of the two regions, and for the future of the whole country. "One country, two systems" has been tested repeatedly in practice. It serves the fundamental interests of not only Hong Kong and Macao, but also the whole country and the nation. It has gained wide support from the 1.4 billion-plus Chinese people including the residents of Hong Kong and Macao. It is also widely accepted by the international community. There is no reason for us to change such a good policy, and we must adhere to it in the long run, Xi stressed.

The practice of "one country, two systems" in Hong Kong has left us both valuable experience and profound inspirations. Only if we have a profound and accurate understanding of the laws guiding the practice of "one country, two systems," can we make sure our cause advances in the right direction in a sound and sustained manner, Xi noted.

First, we must fully and faithfully implement the principle of "one country, two systems." This principle embodies a complete system. Its top priority is to safeguard national sovereignty, security, and development interests. With this as a prerequisite, Hong Kong and Macao can keep the previous capitalist systems unchanged for a long time and enjoy a high degree of autonomy. The thorough and precise implementation of the "one country, two systems" principle will open up broader prospects for the development of Hong Kong and Macao. The more firmly the "one country" principle is upheld, the greater strength the "two systems" will be unleashed for the development of the SARs, Xi said.

Second, we must uphold the central government's overall jurisdiction while securing the SARs' high degree of autonomy. The central government's overall jurisdiction over the SARs underpins their high degree of autonomy, and such autonomy bestowed by the law is fully respected and resolutely safeguarded by the central government. Only when the enforcement of the central government's overall jurisdiction dovetails with the fulfillment of a high degree of autonomy in the SARs, can the SARs be well governed.

Third, we must ensure that Hong Kong is administered by patriots. It is a universal political rule that a government must be in the hands of patriots. The government of the HKSAR must be safely kept in the hands of those who love the country. This is an essential requirement for Hong Kong's long-term prosperity and stability and must not be compromised under any circumstances. To put the governing power in the right hands is to safeguard Hong Kong's prosperity and stability as well as the immediate interests of more than 7 million people in the region.

Fourth, Hong Kong should maintain its distinctive status and advantages. Hong Kong's close connection with the world market and strong support from the motherland are its distinctive advantages. The central government fully supports Hong Kong in its effort to maintain its distinctive status and edges, to improve its presence as an international financial, shipping and trading center, to keep its business environment free, open and regulated, and to maintain the common law, so as to expand and facilitate its exchanges with the world. On the country's journey toward building a modern socialist country in all respects and realizing the rejuvenation of the Chinese nation, the central government believes that Hong Kong will make great contributions.

Xi made four proposals for the newly inaugurated government of the HKSAR and people of all sectors in Hong Kong. First, Hong Kong should improve its governance and deliver better performance in ensuring stability and prosperity in the region. Second, Hong Kong should continue to create strong impetus for growth and unlock enormous creativity and development potential of Hong Kong society. Third, Hong Kong should earnestly address people's concerns and difficulties in daily life and make sure that all citizens in Hong Kong share more fully and fairly in the fruits of development. Fourth, the people of Hong Kong should work together to safeguard harmony and stability, creating a better future.

Xi stressed that it is important to give special love and care to young people. We must guide young people to be keenly aware of the trends in both China and the world and help them cultivate a sense of national pride and enhance their awareness of their status as masters of the country. We must help young people with their difficulties in studies, employment, entrepreneurship, and purchasing of housing, so that more opportunities will be created for their development and accomplishment. We sincerely hope that all of Hong Kong's young people will devote themselves to building Hong Kong into a better home, writing a rewarding chapter of their life with impassioned youth.

Xi said that China's national rejuvenation has become a historical inevitability, and the successful practice of "one country, two systems" in Hong Kong is an important part of this historic process. We firmly believe that, with the strong backing of the motherland and the solid guarantee provided by "one country, two systems," Hong Kong will surely create a splendid feat on the journey ahead toward the second centenary goal of building China into a modern socialist country in all respects, and will share the glory of the Chinese nation's rejuvenation together with people in the rest of the country.

John Lee said in his speech that as the sixth-term chief executive of the HKSAR, he felt deeply honored and is also well aware of the immense responsibility on his shoulders. He said that he will lead his governance team in making all-out efforts and will unite people from all sectors in Hong Kong in order to fully and faithfully implement the policy of "one country, two systems," under which the people of Hong Kong administer Hong Kong with a high degree of autonomy. He promised that his team will protect the special administrative region's constitutional order as defined in the Constitution of the PRC and the Basic Law of the HKSAR, safeguard national sovereignty, security, and development interests, and secure the long-term prosperity and stability of Hong Kong, with a view to contributing to the rejuvenation of the Chinese nation.

Ding Xuexiang, Xu Qiliang, Shen Yueyue, Wang Yi, and Xia Baolong attended the meeting and inaugural ceremony.

HONG KONG, July 1 (Xinhua) -- Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, arrived in Hong Kong on Thursday afternoon by train to attend a meeting celebrating the 25th anniversary of Hong Kong's return to the motherland and the inaugural ceremony of the sixth-term government of the Hong Kong Special Administrative Region (HKSAR) on July 1. He will also inspect the region.

The train Xi took smoothly pulled into the West Kowloon high-speed railway station at about 3:10 p.m. Walking out of the carriage, Xi and his wife Peng Liyuan were greeted by HKSAR Chief Executive Carrie Lam and her husband Lam Siu-por. At the welcome ceremony, with the Hong Kong Police Band playing passionate songs and artists performing lion dances full of spirit, several hundreds of local teenagers and representatives from all walks of life waved national flags, the HKSAR flags, and flowers to express their warm welcome. Xi and Peng waved back to the welcoming crowd.

Xi's visit to Hong Kong has drawn great attention both at home and abroad. Chinese and international journalists had lined up at the press area when Xi walked there and extended greetings. He said tomorrow is the celebration day for the 25th anniversary of Hong Kong's return to the motherland. People of all ethnic groups across the country will join Hong Kong compatriots in celebrating this great event. I would like to extend my warm congratulations and best wishes to all Hong Kong compatriots, Xi said.

Xi noted that he has always paid attention to and cared about Hong Kong and he and the central government have always stood with the people in Hong Kong. In the recent past, Hong Kong underwent severe tests and succeeded in overcoming all risks and challenges. Having gone through the storms, Hong Kong has gotten a new life, showing great vigor. What Hong Kong has achieved proves that "one country, two systems" has strong vitality and is a system that can ensure Hong Kong's lasting prosperity and stability and the well-being of Hong Kong compatriots, Xi said.

Xi stressed that make strides without giving up and a bright future awaits. If "one country, two systems" is unwaveringly upheld, there will surely be better prospects for Hong Kong's development and the region will certainly make new and greater contributions to national rejuvenation.

BEIJING, June 24 (Xinhua) -- Chinese President Xi Jinping hosted the High-level Dialogue on Global Development on Friday in virtual format, calling for joint efforts to promote global development and foster a development paradigm featuring benefits for all, balance, coordination, inclusiveness, win-win cooperation and common prosperity.

Noting development is a timeless theme for humanity, Xi said only through continuous development can the people's dream for a better life and social stability be realized.

Xi pointed out that the COVID-19 pandemic is eroding decades of gains in global development, the implementation of the UN's 2030 Agenda for Sustainable Development is encountering difficulties, the North-South gap keeps widening, and crises are emerging in food and energy security.

"This is an age rife with challenges, but it is also an age full of hope," said Xi.

Xi urged joint efforts to build international consensus on promoting development, adding it is important that we put development front and center on the international agenda, deliver on the 2030 Agenda for Sustainable Development, and build political consensus to ensure everyone values development and all countries pursue cooperation together.

Xi went on to call for joint efforts to create an enabling international environment for development, adding it is important that we pursue development in real earnest and promote development in concert, build an open world economy, and shape a global governance system and institutional environment that are more just and equitable.

Xi also said all countries need to jointly foster new drivers for global development, adding it is important that we promote scientific, technological and institutional innovation, speed up technology transfer and knowledge sharing, boost the development of modern industries, close the digital divide and accelerate low-carbon transition, with a view to achieving stronger, greener and healthier global development.

Xi said all sides need to jointly forge a global development partnership, adding developed countries need to fulfill obligations, developing countries need to deepen cooperation, and the North and the South need to work in the same direction to forge a united, equal, balanced and inclusive global development partnership.

Noting China has always been a member of the big family of developing countries, Xi said China will take pragmatic steps to give continued support to the 2030 Agenda for Sustainable Development.

He said China will upgrade the South-South Cooperation Assistance Fund to a Global Development and South-South Cooperation Fund, add 1 billion U.S. dollars to the fund on top of the 3 billion dollars already committed, and increase input to the UN Peace and Development Trust Fund.

China will work with all sides to advance cooperation in priority areas and mobilize resources for development to deepen global cooperation on poverty reduction and eradication, build capacity for food production and supply, and promote clean energy partnerships, he added.

Xi also said China will set up a platform for experience and knowledge sharing on international development, a global development promotion center and a global knowledge network for development, for the purpose of exchanging governance experience and promoting mutual learning.

"We will host a global forum on youth development and take part in the launch of a global action plan on youth development, in a bid to pool as much strength as possible for the implementation of the 2030 Agenda for Sustainable Development," added Xi.

Dear Colleagues:

Development is a timeless theme for humanity. In the late 1960s, I worked as a farmer in a small village on the Loess Plateau. There I experienced first-hand the hardships in farming and saw how the local people struggled to make ends meet. Their longing for a better life has stayed in my mind ever since. Half a century later, I revisited the village and found the villagers no longer in want of food or clothing, as evidenced by the happy smiles on their faces.

As an ancient Chinese saying goes, "Only when the granary is full will people learn etiquette; only when people are well-fed and clothed will they know honor and shame." Throughout the years, I have been to cities, towns and villages across China and visited many countries in the world. One deep impression I get is that only through continuous development can the people's dream for a better life and social stability be realized.

Over the years, developing countries have worked unremittingly to explore development paths suited to their national realities and to pursue economic and social development. Such efforts have produced remarkable outcomes. Today, emerging markets and developing countries account for half of the world economy, and notable progress has been made in science and technology, education, social development, culture and many other areas.

We are meeting at a time when the COVID-19 pandemic is eroding decades of gains in global development, the implementation of the UN's 2030 Agenda for Sustainable Development is encountering difficulties, the North-South gap keeps widening, and crises are emerging in food and energy security. Some countries have politicized and marginalized the development issue, built "a small yard with high fences," imposed maximum sanctions, and stoked division and confrontation. At the same time, people in all countries are more keen about pursuing peace, development and cooperation, emerging markets and developing countries are more resolved to seek strength through unity, and the new round of scientific and technological revolution and industrial transformation is bringing more opportunities to countries around the world.

This is an age rife with challenges, but it is also an age full of hope. We must get a good grasp of the overarching development trend in the world, firm up confidence, and act in unison and with great motivation to promote global development and foster a development paradigm featuring benefits for all, balance, coordination, inclusiveness, win-win cooperation and common prosperity.

First, we need to jointly build international consensus on promoting development. Only when people all over the world live better lives can prosperity be sustained, security safeguarded and human rights solidly grounded. It is important that we put development front and center on the international agenda, deliver on the 2030 Agenda for Sustainable Development, and build political consensus to ensure everyone values development and all countries pursue cooperation together.

Second, we need to jointly create an enabling international environment for development. Protectionist moves will boomerang; anyone attempting to form exclusive blocs will end up isolating himself; maximum sanctions serve nobody's interest, and practices of decoupling and supply disruption are neither feasible nor sustainable. It is important that we pursue development in real earnest and promote development in concert, build an open world economy, and shape a global governance system and institutional environment that are more just and equitable.

Third, we need to jointly foster new drivers for global development. Innovation is the primary driving force for development. It is important that we promote scientific, technological and institutional innovation, speed up technology transfer and knowledge sharing, boost the development of modern industries, close the digital divide and accelerate low-carbon transition, with a view to achieving stronger, greener and healthier global development.

Fourth, we need to jointly forge a global development partnership. Only by working together can we accomplish big and great things with a far-reaching impact. Developed countries need to fulfill obligations, developing countries need to deepen cooperation, and the North and the South need to work in the same direction to forge a united, equal, balanced and inclusive global development partnership. In this process, no country or individual should be left behind. It is important that we support the UN in steering and coordinating global development cooperation, and encourage business communities, social groups, the media and think tanks to take part in such cooperation.

Colleagues,

China has always been a member of the big family of developing countries. At last year's UN General Assembly session, I put forth the Global Development Initiative (GDI). China will take pragmatic steps to give continued support to the 2030 Agenda for Sustainable Development.

- China will allocate more resources for global development cooperation. We will upgrade the South-South Cooperation Assistance Fund to a Global Development and South-South Cooperation Fund, and add 1 billion U.S. dollars to the fund on top of the 3 billion U.S. dollars already committed. We will also increase input to the UN Peace and Development Trust Fund. Such efforts will further support cooperation under the GDI.

- China will work with all sides to advance cooperation in priority areas and mobilize resources for development to deepen global cooperation on poverty reduction and eradication, build capacity for food production and supply, and promote clean energy partnerships; step up innovation, research and development and joint production of vaccines; work on the conservation and sustainable use of land and marine ecology; and raise digital literacy and skills of the public, transform and upgrade the path to industrialization at a faster pace, and enhance digital-era connectivity to inject new impetus into the development of all countries.

- China will set up a platform for experience and knowledge sharing on international development, a global development promotion center and a global knowledge network for development, for the purpose of exchanging governance experience and promoting mutual learning. We will host a global forum on youth development and take part in the launch of a global action plan on youth development, in a bid to pool as much strength as possible for the implementation of the 2030 Agenda for Sustainable Development.

As an ancient Chinese adage goes, "With one heart and one mind, we can accomplish everything we aspire for." Let us firm up confidence, stride forward in pursuit of high-quality partnership, and usher in a new era of prosperity and development.

Dear Colleagues,

Our world today is living through accelerating changes unseen in a century and continued spread of the COVID-19 pandemic. They confront humanity with unprecedented challenges and usher in a new phase of instability and transformation for global development.

The Chinese people often say, "True gold can stand the test of fire." Over the past 16 years, the giant ship of BRICS has sailed forward tenaciously against raging torrents and storms. Riding the wind and cleaving the waves, it has embarked on a righteous course of mutual support and win-win cooperation. Standing at the crossroads of history, we should both look back at the journey we have traveled and keep in mind why we established BRICS in the first place, and look forward to a shared future of a more comprehensive, close, practical and inclusive high-quality partnership so as to jointly embark on a new journey of BRICS cooperation.

First, we need to uphold solidarity and safeguard world peace and tranquility. Our world today is overshadowed by the dark clouds of Cold War mentality and power politics, and beset by constantly emerging traditional and non-traditional security threats. Some countries attempt to expand military alliances to seek absolute security, stoke bloc-based confrontation by coercing other countries into picking sides, and pursue unilateral dominance at the expense of others' rights and interests. If such dangerous trends are allowed to continue, the world will witness even more turbulence and insecurity.

It is important that BRICS countries support each other on issues concerning core interests, practice true multilateralism, safeguard justice, fairness and solidarity and reject hegemony, bullying and division. This year, we have held the Foreign Ministers' Meeting and the Meeting of High Representatives on National Security, deepened cooperation on counter-terrorism, cybersecurity and other issues, enhanced coordination at the United Nations and other multilateral institutions, and spoke out for justice on the international stage.

Not long ago, I put forward the Global Security Initiative (GSI), which advocates a vision of common, comprehensive, cooperative and sustainable security, follows the philosophy that humanity is an indivisible security community, and aims to create a new path to security that features dialogue over confrontation, partnership over alliance and win-win over zero-sum. China would like to work with BRICS partners to operationalize the GSI and bring more stability and positive energy to the world.

Second, we need to uphold cooperation to boost development and jointly tackle risks and challenges. The combination of the COVID-19 pandemic and the Ukraine crisis has resulted in disruptions to global industrial and supply chains, sustained hikes of commodity prices, and weaker international monetary and financial systems. All these have cast shadows over development worldwide, and emerging markets and developing countries bear the brunt. But just as a crisis may bring chaos, it can also spur change. A lot will ride on how we handle the crisis.

This year, we launched the BRICS Initiative on Enhancing Cooperation on Supply Chains and the Initiative on Trade and Investment for Sustainable Development, adopted the Agreement on Cooperation and Mutual Administrative Assistance in Customs Matters and the Strategy on Food Security Cooperation, and held a High-level Meeting on Climate Change for the first time. We should make good use of these new platforms to boost connectivity of industrial and supply chains and jointly meet challenges in poverty reduction, agriculture, energy, logistics and other fields. We should support greater development of the New Development Bank and a steady process to admit new members, and improve the Contingent Reserve Arrangement to cement the BRICS financial safety net and firewall. We should also expand BRICS cooperation on cross-border payment and credit rating to facilitate trade, investment and financing among our countries.

Last year, I put forward the Global Development Initiative (GDI), which aims to re-energize the implementation of the UN's 2030 Agenda for Sustainable Development and build a global community of development. China stands ready to work with BRICS partners to add more substance to the GDI and contribute to stronger, greener and healthier global development.

Third, we need to uphold the pioneering spirit and innovation and unleash the potential and vitality of cooperation. Those who seize the opportunities of the new economy, such as big data and artificial intelligence, are in sync with the pulse of the times. Those who seek to create monopoly, blockade and barriers in science and technology in order to disrupt other countries' innovation and development and hold on to their dominant position are doomed to fail.

We need to improve global science and technology governance and allow more people to access and benefit from the fruits of scientific and technological advances. This year, we have accelerated the building of the BRICS Partnership on New Industrial Revolution Innovation Center in Xiamen, hosted the Forum on the Development of Industrial Internet and Digital Manufacturing and the Forum on Big Data for Sustainable Development, reached the Digital Economy Partnership Framework, issued the Initiative for Cooperation on Digitalization of Manufacturing, and established a network of technology transfer centers and an aerospace cooperation mechanism. All these have opened new channels for closer industrial policy coordination between BRICS countries. Recognizing the importance of talents in the digital age, we have set up the Alliance for Vocational Education, and organized the Skills Competition and the Women Innovation Contest to build a talent pool for stronger BRICS cooperation on innovation and entrepreneurship.

Fourth, we need to uphold openness and inclusiveness and pool collective wisdom and strength. BRICS countries gather not in a closed club or an exclusive circle, but a big family of mutual support and a partnership for win-win cooperation. At the Xiamen Summit in 2017, I proposed the "BRICS Plus" cooperation approach. Over the past five years, "BRICS Plus" cooperation has deepened and expanded, setting a prime example of South-South cooperation and seeking strength through unity among emerging markets and developing countries.

Under the new circumstances, it is all the more important for BRICS countries to pursue development with open doors and boost cooperation with open arms. This year we, for the first time, invited guest countries to attend the BRICS Foreign Ministers' Meeting. The newly established BRICS Vaccine R&D Center has an unequivocal commitment to openness. Step by step, we have organized a variety of "BRICS Plus" events in such areas as scientific and technological innovation, people-to-people exchanges and sustainable development. All these provide new platforms for cooperation among emerging markets and developing countries.

In recent years, many countries have asked to join the BRICS cooperation mechanism. Bringing in fresh blood will inject new vitality into BRICS cooperation and increase the representativeness and influence of BRICS. This year we have, on separate occasions, had in-depth discussions on the question of membership expansion. It is important to advance this process to allow like-minded partners to become part of the BRICS family at an early date.

As representatives of emerging markets and developing countries, we must make the right decision and take responsible actions at this critical juncture of history. What we do will have a significant impact on the world. Let us stay united, pool strength and forge ahead to build a community with a shared future for mankind and jointly create a bright future for humanity.

Xi stresses need to build basic data systems, enhance administrative division management

BEIJING, June 23 (Xinhua) -- Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee, chairman of the Central Military Commission, and head of the Central Commission for Comprehensively Deepening Reform, presided over the commission's 26th meeting on Wednesday afternoon. At the meeting, the commission reviewed and adopted a guideline on building the basic systems for data and making better use of data resources, a guideline on improving the work related to administrative divisions, a work plan on trials of reforming the evaluation of scientific and technological personnel, and a work plan on enhancing supervision over large payment platform enterprises and promoting the well-regulated and healthy development of payment and financial technologies.

Xi stressed that the basic systems for data are vital for the development and security of the country. It is necessary to safeguard the country's data security, protect personal information and business secrets, and promote the efficient circulation and use of data so as to empower the real economy. It is also necessary to coordinate the development of data property rights, circulation and transactions of data, distribution of revenues generated from data business, and security management, in a bid to develop the basic systems for data at a faster pace.

We should strengthen the centralized, unified leadership of the CPC Central Committee over the work related to administrative divisions, make overall plans, and avoid blind and disordered practices.

We should follow the laws of scientific and technological innovation and the laws of cultivating talents. With the aim of boosting the creativity of scientific and technological personnel and in accordance with different types of innovative activities, we should establish an evaluation system for scientific and technological personnel. Such system should be based on the values, abilities, and contributions of these personnel's innovative activities, so as to guide them to make full use of their talent and make achievements.

We need to encourage large payment and financial technology platform enterprises to return to their core business, improve supervisory regulations, close institutional loopholes, maintain the security of payment and financial infrastructure, prevent and defuse systemic financial risks, and support platform enterprises in playing a bigger role in serving the real economy and smoothing positive interplay between domestic and international economic flows.

Li Keqiang, Wang Huning, and Han Zheng, members of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy heads of the Central Commission for Comprehensively Deepening Reform, attended the meeting.

It was pointed out at the meeting that data, as a new factor of production, serves as the basis of digitalization, networking, and smart technologies, and it has been rapidly integrated into production, distribution, circulation, consumption, social service management, and other links, profoundly changing the way of production, life, and social governance. China has advantages in the scale and application of data. We have promoted the introduction of laws and regulations such as the data security law and personal information protection law, actively explored and promoted the application of data in the market, and accelerated the building of a digital economy with data serving as a key element, making encouraging progress in all these aspects.

We should establish a data property rights system to promote the classification and grading of public data, enterprise data, and personal data, define the rights, and ensure authorized use of data. We should establish a property rights operation mechanism in which the right to own data resources, the right to process and use data, and the right to engage in the business of data products are clearly defined, and we should improve the system for protecting the rights and interests of data as a factor of production.

It is necessary to establish a law-based and highly efficient system for data circulation and trading, improve the compliance and regulatory system of rules for the whole process of data, and build a standardized data trading market. We should improve mechanisms for market-based allocation of data, give better play to the government's role in guiding and regulating the distribution of revenues from data resources, and establish a data revenue distribution system that both reflects efficiency and promotes fairness.

We should ensure data security throughout the whole process of data governance, seeing to it that the bottom line of data security is maintained, the line for regulatory responsibilities is clearly drawn, and law enforcement and the administration of justice in key areas are strengthened, so that those areas that must be brought under control are strictly controlled. It is necessary to build a multi-party governance model between the government, enterprises, and society. We should strengthen supervision in different sectors as well as coordinated cross-sector supervision and make sure enterprises assume their responsibilities in guaranteeing data security.

It was stressed at the meeting that since the 18th CPC National Congress in 2012, the work on establishing and adjusting administrative divisions across the country has been advanced steadily yet prudently and in an orderly manner in general. The centralized, unified leadership of the CPC Central Committee over this work should be strengthened, and it is the Central Committee that has the authority to make decisions on the major reforms, policies, and adjustments concerning administrative divisions. Work must be done to strengthen strategic, systematic, and forward-looking research. Research should be organized to work out the overall ideas for planning the division of administrative jurisdictions so as to make it more rational, standardized, and effective and ensure that the division and adjustment of administrative jurisdictions meet the needs of national development strategies, social and economic development, and the development of national defense. Priorities should be given to the inheritance and protection of historical and cultural heritages, the country's experience of setting up administrative divisions in the past must be drawn on, and departments concerned must err on the side of caution when it comes to changing place names, and traditional place names should not be changed arbitrarily. Administrative divisions should be generally kept intact, and changes should never be made unless it's necessary, and with adequate conditions or enough reason that the change will have good results. The standards for administrative division adjustment should be improved, coordination and alignment between the division of administrative jurisdictions and relevant policies, plans, and standards should be strengthened, and the management of administrative divisions should be stepped up in accordance with the law.

It was noted at the meeting that ability and integrity must be taken into account when pilot reform is conducted on the evaluation of scientific and technological personnel. They should be evaluated in accordance with the specific work they are doing, and benchmarks should be different for different categories such as those shouldering national-level major missions of technological breakthroughs, or conducting basic research, applied research, and technological development, or research on social and public welfare projects. Whether evaluation targets need to be reset in conformity with the characters of scientific research activities, methods of evaluation be innovated, and the internal institutions of a concerned unit be improved should be taken into account when trials are made. In this way, effective and feasible measures that can be copied and spread will be developed. Relevant departments and local authorities should strengthen their guide for units in the trials to promote the smooth implementation of the pilot work.

It was stressed at the meeting that payment and all other financial activities of platform enterprises should be subject to supervision in accordance with laws and regulations. With a focus on the real economy, we must ensure that only licensed entities can provide financial services, and we must improve regulations, institutions, and risk prevention and control systems regarding payment, and strengthen supervision that covers all areas, each and every stage, and the whole process.

We will strengthen oversight of financial holding companies and platform enterprises' sharing or holding controlling equities in financial institutions, and improve oversight of online business concerning deposits and loans, insurance, securities, funds, and other activities. We need to protect the legitimate rights and interests of financial consumers, strengthen oversight of platform enterprises to combat monopoly and unfair competition, step up supervision over data scraping of platform enterprises, and regulate the misuse of big data and algorithm-based discrimination.

Relevant departments must take on their oversight responsibilities, and we will improve coordinated oversight efforts between the central and local governments, strengthen supervision of functions, incisive oversight, and sustained oversight, step up supervisory coordination and joint law enforcement, maintain consistent oversight of online and offline activities, and resolutely investigate and prosecute illegal financial activities in accordance with the law.

Members of the Central Commission for Comprehensively Deepening Reform attended the meeting, and leading officials of relevant departments under the CPC Central Committee or the central government were also present at the meeting.

Friends,

I am glad to attend the BRICS Business Forum, and I wish to extend a warm welcome to all of you.

Right now, our world is facing drastic changes and a pandemic both unseen in a century. Various security challenges keep emerging. The world economy still faces strong headwinds on its path toward recovery, and global development has suffered major setbacks. Where is the world headed: Peace or war? Progress or regression? Openness or isolation? Cooperation or confrontation? These are choices of the times that we are confronted with.

Human history, like a river, keeps surging forward, with moments of both calm waters and huge waves. Despite changes in an evolving global environment, the historical trend of openness and development will not reverse course, and our shared desire to meet challenges together through cooperation will remain as strong as ever. We should stand high and not allow ourselves to be distracted by fleeting clouds, and we should have a keen appreciation of the law governing the advance of history. We should refuse to be led astray by any turn of events or intimidated by any risk. We should rise to challenge and forge ahead with resolve toward the goal of building a community with a shared future for mankind.

First, we should embrace solidarity and coordination and jointly maintain world peace and stability. We in China believe that "history, if not forgotten, can serve as a guide for the future". In the past century, humanity have gone through the scourge of two world wars and the dark shadow of the Cold War. The tragedies of the past tell us that hegemony, group politics and bloc confrontation bring no peace or security; they only lead to wars and conflicts. The Ukraine crisis is another wake-up call for all in the world. It reminds us that blind faith in the so-called "position of strength" and attempts to expand military alliances and seek one's own security at the expense of others will only land oneself in a security dilemma.

History tells us that peace, which is the common cause of humanity, should be pursued and defended by all. Only when we all cherish and uphold peace and never forget the painful lessons of war can there be hope of peace. Facing a volatile and unstable world, we should stay true to the pledge of the UN Charter and fulfill the mission of maintaining peace. Not long ago, I put forward the Global Security Initiative, calling on all countries to stay committed to the vision of common, comprehensive, cooperative and sustainable security; stay committed to respecting the sovereignty and territorial integrity of all countries; stay committed to abiding by the purposes and principles of the UN Charter; stay committed to taking the legitimate security concerns of all countries seriously; stay committed to peacefully resolving differences and disputes between countries through dialogue and consultation; and stay committed to maintaining security in both traditional and non-traditional domains. We in the international community should reject zero-sum games and jointly oppose hegemonism and power politics. We should build a new type of international relations based on mutual respect, fairness, justice and win-win cooperation. We should be clear that we are a community in which all countries share a common stake, and we should see that the light of peace will reach all corners of the world.

Second, we should reach out to each other and jointly promote sustainable global development. Development holds the key to solving various difficult problems and delivering better lives to the people. Today, the global development process has hit major roadblocks, the momentum of international development cooperation is being weakened, and development gap between the North and the South keeps widening. As a result, the global efforts to implement the UN's 2030 Agenda for Sustainable Development have suffered major setbacks. Almost 1.2 billion people in nearly 70 countries are confronted with COVID-19, food, energy and debt crises. What has been achieved in decades of global poverty reduction efforts could be lost.

Last year, I put forward the Global Development Initiative, and I called on all countries to implement the 2030 Agenda for Sustainable Development, forge united, equal, balanced and inclusive global development partnership, and promote cooperation in a wide range of areas such as poverty reduction, public health, education, digital connectivity and industrialization. We should deepen cooperation to better safeguard food and energy security. We should seize opportunities presented by the new scientific and technological revolution and industrial transformation, and promote the flow of factors of production that enable innovation globally. We should help developing countries speed up development of the digital economy and green transformation. We should also engage in cooperation on COVID-19 response and provide more anti-COVID medicines to developing countries so as to beat the virus at an early date.

In two days, China will host the High-level Dialogue on Global Development to discuss ways to promote global development. We should respond to people's concerns, pursue the larger interests of all countries, and steer global development to a new era to deliver benefit to all.

Third, we should tide over difficulties together and jointly pursue win-win cooperation. At present, some important industrial and supply chains are suffering from deliberate disruptions, commodity prices remain high and are fluctuating, global inflation keeps rising, the international financial market is in turmoil, and global economic recovery is losing steam. People have reason to be concerned that the world economy might slip into a crisis.

At this critical juncture, tiding over difficulties together and pursuing cooperation is the only way for us to forestall an economic crisis. We should come together with a united purpose and strengthen macroeconomic policy coordination to prevent the slowdown and even halt of the global recovery. Major developed countries should adopt responsible economic policies and avoid negative policy spillovers that may take a heavy toll on developing countries. It has been proved time and again that sanctions are a boomerang and a double-edged sword. To politicize the global economy and turn it into one's tool or weapon, and willfully impose sanctions by using one's primary position in the international financial and monetary systems will only end up hurting one's own interests as well as those of others, and inflict suffering on everyone.

Fourth, we should be inclusive and jointly expand openness and integration. The rapid economic globalization that we have seen since the end of the Cold War has greatly boosted the movement of goods and capital and advances in technology and civilization. A more open and inclusive world will create greater development opportunities for all and deliver a more prosperous future for all.

For some time, however, economic globalization has faced headwinds and countercurrents. Some countries attempt to decouple with others, sever supply chains and build "a small yard with high fences". There is widespread concern in the international community that should such a tendency continue, the global economy will become compartmentalized and mutually exclusive. Economic globalization is a response to development of productivity and, as such, represents an unstoppable historical trend. Anyone who attempts to turn back the wheel of history and block others' way will only have his own path blocked.

As an ancient Chinese saying goes, "Constant piling up of earth makes Mount Tai great; ceaseless inflow of rivers makes the ocean deep." Inclusiveness, shared benefits and win-win outcomes is what we should pursue. We should stay committed to openness and inclusiveness, eliminate all barriers to the development of productivity, and steer globalization in the right direction. This will boost the free flow of capital and technology, unleash the full potential of innovation and creativity, and foster synergy in boosting global economic growth. We should uphold the WTO-centered multilateral trading system, remove barriers to trade, investment and technology, and keep the global economy open. We should promote extensive consultation and joint contribution to deliver shared benefits, enhance global economic governance, and increase the representation and say of emerging markets and developing countries. This will ensure that all countries enjoy equal rights, follow the rules as equals, and share equal opportunities.

This year, facing a complicated and challenging domestic and international environment for development, China has risen to various challenges and taken well-coordinated steps to respond to COVID-19 and pursue economic and social development. Putting the people and their lives first, China has built a strong line of defense against the virus, and consolidated the gains made in COVID-19 response. Thanks to these efforts, we have protected people's lives and health and ensured overall stable performance in economic and social development to the maximum extent possible. We will step up macroeconomic policy adjustment, and adopt more forceful measures to deliver the economic and social development goals for the whole year and minimize the impact of COVID-19.

In the second half of this year, the Communist Party of China will convene its 20th National Congress, which will chart the course for the next phase of China's development. We will ground our efforts in the new development stage, follow the new development philosophy, foster a new development paradigm and strive to achieve high-quality development. You should tap into the complementarity of BRICS countries' diverse economic structures and resources, upgrade cooperation on trade, investment and finance, expand cooperation on cross-border e-commerce, logistics, local currencies and credit rating, and keep industrial and supply chains safe and unclogged. I hope you will actively participate in building the BRICS Partnership on New Industrial Revolution, strengthen cooperation on digital economy, smart manufacturing, clean energy and low-carbon technology, and support the industrial restructuring and upgrading in BRICS countries. BEIJING, June 19 (Xinhua) -- Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, presided over the 40th group study session of the Political Bureau of the CPC Central Committee on Friday afternoon to discuss the issue of making coordinated efforts to ensure officials do not dare, are not able, and have no desire to commit corruption.

Combating corruption is the most important political issue that concerns the people's trust and support. It is a fight that we cannot afford to lose. We must deepen our understanding of improving Party conduct, building clean government, and fighting against corruption under the new circumstances, enhance our ability to advance coordinated efforts to ensure that officials do not dare to engage in corruption and that they have neither the opportunity nor the desire to do so, and thus win this tough and prolonged battle in all respects, Xi stressed.

Liu Meipin, director of the Case Supervision and Management Office of the CPC Central Commission for Discipline Inspection and the National Supervisory Commission, explained the issue and put forward suggestions. Then members of the Political Bureau conducted a discussion.

Presiding over the study session, Xi made important remarks. To have the courage to carry out self-reform is the most distinctive part of our Party's character tempered during century-long struggles. Throughout different historical periods, our Party has stayed committed to strict self-governance. Upon entering the new era, we have put forward a series of new concepts, ideas, and strategies to incorporate the Party's strict self-governance in all respects into the Four-pronged Comprehensive Strategy, and we have explored an effective approach to avoiding the historical cycle of rise and fall through self-reform. With unmatched efforts to combat corruption and uphold integrity and as a Party with unity and solidarity at the forefront of the times, our Party has seized the historical initiative in maintaining close ties with the people and winning their wholehearted support and in leading the Chinese people toward national rejuvenation.

Xi noted that since the Party's 18th National Congress in 2012, we have seen marked achievements in combating corruption and accumulated valuable experiences. First, we have set up the work system for fighting corruption under the Party's overall leadership. We have improved systems and mechanisms under which the synergy of efforts makes a difference. They are characterized by unified leadership of the CPC Central Committee, command and coordination of Party committees at different levels, organization and coordination of discipline inspection commissions and supervision commissions, effective cooperation between functional departments, and participation and support of the people.

Second, we have started from addressing the symptoms of corruption and incorporated the incremental achievements into the fight to eradicate the root causes, to ensure that Party members and officials are deterred from abuse of power, are not able to be corrupt as confined by the system, and have no desire to commit corruption because of their clear conscience and political awareness.

Third, we have maintained the severity in our discipline and punishment that are meted out to corrupt elements, with zero tolerance toward corruption. We have worked hard to resolutely contain the increase of corruption while cleaning up the remains of corruption. We have strictly dealt with corruption that hampers the implementation of the Party's theories, guidelines, principles, and policies and that undermines the Party's governing foundations. We have showed no mercy in ridding our Party of the corrupt elements who feigned compliance and practiced duplicity. To further anti-corruption work in key areas, our attitude has remained unchanged, determination undiminished, and discipline unabated.

Fourth, we have built tight the cage of institutions that prevents corruption by forming a relatively complete system of intraparty regulations and anti-corruption laws. We have enforced Party discipline and laws more stringently to prevent some from taking advantage of loopholes in the systems and made sure that all the laws, regulations, and institutions work effectively and produce a synergy to make anti-corruption mechanisms bite.

Fifth, the ideological defense against corruption has been built up. Party members and officials have been equipped with correct ideals and convictions, and the whole Party has been armed with its new theories. Party members and officials have also cultivated their conduct and mind with fine Chinese cultural traditions. As such, they have developed moral integrity and correct political convictions.

Sixth, we have strengthened checks on and oversight over the exercise of power and deepened reform of the Party's discipline inspection system and the national supervision system. We have ensured that internal oversight covers the whole Party, and that supervision covers everyone working in the public sector, strengthened the Party's self-supervision and subjected ourselves to public oversight, and integrated identifying problems, promoting rectification, boosting reform, and improving institutions. We have educated and guided Party members and officials to exercise power for public affairs only, in accordance with the law, and for the interests of the people and never to abuse the power in their hands.

Xi stressed that corruption takes place because various unhealthy factors inside the Party have been accumulating and deteriorating for a long period of time, and that crackdown on corruption is to combat all pathogens that undermine the Party's advanced nature and purity. Such battle is so complex and tough that we can hardly allow even the slightest concession or compromise. We must have the courage to face problems squarely and be braced for the pain, and remain firm in fighting corruption, removing its roots, and clearing away its negative influence, so as to ensure the Party's nature remains unchanged and our socialist country stands forever.

Xi noted that although we have won overwhelming victory in the fight against corruption and fully consolidated what has been achieved, the situation is still tough and complex. We should never underestimate the stubbornness and harm of corruption. We must carry the anti-corruption campaign through to the end. To make coordinated efforts to see to it that officials have no audacity, opportunity, or desire to engage in corruption, actions in the three aspects must be taken at the same time, to the same direction, and in an all-round manner. In this way, the deterrence of discipline and punishment to ensure that officials do not dare to abuse their power, the cage of institutions to ensure that officials are unable to do so, and the ideological defense to ensure that officials have no desire to be corrupt can be integrated. A "full cycle" management mode can be used to ensure that all measures coordinate with each other in terms of policy orientation, complement each other in the process of implementation, and bring out the best in each other in terms of effects.

Xi stressed that we must strengthen the CPC Central Committee's centralized, unified leadership over anti-corruption work, give full play to the Party's political, organizational, and institutional strengths, and ensure Party committees and leading Party members' groups of all levels take on their responsibilities in strengthening Party self-governance in all respects, with particular emphasis on the responsibilities of heads of Party and government bodies. We must make sure that relevant functional departments coordinate and fulfill their supervisory duties, so as to perfect the accountability framework for Party self-governance in which all sectors carry out their respective responsibilities and coordinate with each other. The anti-corruption campaigns should be coordinated with the Party's political, ideological, organizational, conduct, disciplinary, and institutional development. We should launch a comprehensive offensive against corruption, with political supervision, ideological education, organizational management, improvement of Party conduct, discipline enforcement, and institutional improvement all playing important roles in preventing and curbing corruption.

Xi noted that we should stay vigilant and strike hard with zero tolerance of corruption, and coordinate our efforts in various fields to reduce recurring problems until they are eliminated and prevent new ones from spreading. We should resolutely contain the emergence of new corruption cases and eliminate the existing ones. We need to have an accurate understanding of the characteristics of corruption in different stages and its changing patterns, focus on major areas and key links, take firm actions to "take out tigers," "swat flies," and "hunt down foxes," eliminate high-risk industry-specific and institutional corruption, and effectively prevent and defuse the risks of corruption and economic and social risks related to it. In light of their actual conditions, all localities and departments should conduct in-depth analysis of their own political ecology, identify prominent features, key areas, and vulnerable links of corruption, and carry out targeted rectification with all-out efforts so as to achieve results.

Xi stressed that we should address the source of corruption by improving mechanisms and systems for the use of power and management of officials, so as to realize regular and long-term prevention and control of corruption. We should try to reduce opportunities for corruption and, for those exercising powers such as of policy-making, decision-making, administrative approval and supervision, and law enforcement, we should impose strict regulations on their duties and jurisdictions, introduce standard work procedures, tighten checks on their exercise of power, and reduce illicit interference in micro-economic activities. We should take effective actions to prevent corruption from growing, introduce prevention measures in the earlier stage, enhance everyday management and oversight, and make precise use of the four forms of oversight over discipline compliance, so that problems can be identified early and rectified while they are nascent and layers of prevention against corruption can be in place. We should carry forward the Party's glorious traditions and fine conduct, launch targeted education on the Party spirit and campaigns to enhance Party members' awareness of the need to combat corruption, nurture our body and mind with a probity culture, establish an evaluation system of officials that meets the needs of the new stage and new era, and pay close attention to educating and guiding young officials. A mechanism must be established between early warning against corruption and the punishment of corrupt elements. We should strengthen analysis and research on new features of corruption such as deeply-hidden ways of abuse of power and varied methods of rent-seeking and improve our capability to promptly detect and effectively deal with corruption.

Xi called for deepening the reform of the oversight systems of the Party and the state, with intraparty oversight as the mainstay, for promoting the integration of various oversight forces and oversight work, and for improving the coverage and effectiveness of the oversight of power in order to ensure that it is not abused in any way. Xi required that intraparty regulations and the national legal system must be optimized and anti-corruption laws and regulations involving foreign countries improved at a faster pace. We must strictly implement our institutions and internalize the compliance with rules and disciplines into the ideological and political consciousness of Party members and officials, Xi said. When carrying on self-reform, we should rely on people's support and help to solve our own problems.

Xi stressed that comprehensively governing the Party with strict discipline and fighting against corruption must start with the management of leading officials, especially senior officials. The higher an official's position is, the more power he or she has, the more he or she should hold in veneration his or her work and be self-disciplined. Leading officials, especially senior ones, should strictly discipline not only themselves, but also their family members and people around them. They should make efforts to create a clean environment in the sectors under their immediate or indirect supervision. They must set a good example themselves in creating a clean political ecology, building a clean work relationship among colleagues and between ranking officials and their subordinates, and drawing a clear demarcation line between government departments and businesspeople. Their good example should help create a social environment where social morals prevail.

Members of the Political Bureau must uphold the highest standards as far as self-discipline is concerned. They must be the first to do what the Party requires its members to do, and resolutely refrain from doing whatever the Party prohibits its members from doing, Xi said.

Xi stressed that discipline inspection and supervision agencies must take the initiative to respond to new situations and new challenges in the fight against corruption, deepen their understanding of the laws governing Party management and the anti-corruption struggle, constantly improve their capabilities and work performance, and accept, of their own accord, oversight from the Party and all sectors of society. With the spirit of self-reform, they must never be blind to their own problems.

Discipline inspection and supervision officials must be loyal to the Party, have firm political convictions, remain selfless and fearless, always uphold the Party spirit, enforce discipline impartially, exercise power prudently, dare to and be good at fighting against corruption, and truly ensure that the CPC Central Committee is rest assured and people are satisfied with their work, Xi noted.

Xi calls for creating a new chapter in Sichuan's development

CHENGDU, June 10 (Xinhua) -- Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made an inspection tour of southwest China's Sichuan Province. Xi stressed resolute implementation of the decisions and plans of the CPC Central Committee, carrying forward the great founding spirit of the Party, and being firm in the general principle of pursuing progress while ensuring stability. He required full, accurate, and comprehensive application of the new development philosophy and actively serving and integrating into the new development paradigm.

Efforts should be made to coordinate COVID-19 response with economic and social development, to stabilize economic development, and to maintain overall social stability, so that the governance and development of Sichuan will be brought to a new level and a new chapter will be opened in Sichuan's development as a part of the new journey to building a modern socialist country in all respects, Xi noted. He called for concrete actions to set the stage for the success of the 20th National Congress of the CPC.

On June 8, Xi, accompanied by Wang Xiaohui, Party secretary of Sichuan Province and Huang Qiang, governor of the province, made a fact-finding trip to Meishan, Yibin, and other places. Xi went to a village, a cultural relic protection site, a university, and a company.

On June 1, a 6.1-magnitude earthquake struck Ya'an City, Sichuan Province. Xi immediately gave important instructions, requiring Sichuan provincial committee of the CPC and Sichuan provincial people's government to spare no effort in disaster rescue and relief, consoling the families of the earthquake victims. Medical care to the injured should be provided in a timely manner and arrangements made to help those affected by the earthquake, secondary disasters should be prevented, reconstruction be well planned and normal order of life and production be restored as soon as possible, Xi required.

The central departments concerned immediately activated the national level-3 earthquake emergency response and local authorities lost no time in coordinating disaster rescue and relief work. Efforts have been made to ensure all channels are open to save people's lives, the injured are well attended to, and those affected by the earthquake are relocated and resettled in a timely manner. Currently, most residents from earthquake-hit areas have returned to their homes. The province has de-activated the emergency response and shifted the focus to post-disaster recovery and reconstruction.

During his visit in Sichuan, Xi has been concerned with the treatment of those injured in the earthquake and how people lead their lives as well as how the production is in the earthquake-hit areas. He inquired about detailed information on the disaster relief work and urged local authorities time and again to ensure the injured are well attended to, to pay attention to people's psychological counseling, and make well-considered arrangements for the victims of the disaster and the consoling of the victims' family. The supply of daily necessities in the earthquake-hit areas should be guaranteed. Sound planning and solid work should be carried out to reconstruct the earthquake-hit areas so that people can resume normal life and production as soon as possible, Xi stressed.

On the morning of June 8, Xi paid a visit to Yongfeng Village of Taihe Town in Dongpo District, Meishan City, for an inspection tour. Relying on its paddy and rice industry and technological advantages, the village established the largest experimental base featuring new rice varieties and new technologies in the province. At a high standard paddy field base, Xi learned about the general development of the village and affirmed the village's continuous efforts in helping safeguard national food security by planting grains. Xi stressed that the Chengdu Plain has been lauded as a land of abundance since ancient times, that the area of farmland must be ensured and such a precious land for food production must be well protected. He also called for even greater efforts to bolster up grain production and build a higher-level "granary of heaven" in the new era.

Xi walked into the experimental field to take a closer look at the growth of the rice. Agricultural and technical staff members briefed the general secretary on the experimental paddy seed breeding and the promotion of planting. Xi pointed out that it was time consuming for cultivating improved varieties of rice as it required repeated experiments and selection, and all the country's scientific and technical workers in the agricultural sector have made arduous efforts. They have made invaluable contributions to safeguarding national food security and ensuring that the people enjoy ample supply of food and clothing. Xi added that advancing agricultural modernization requires efforts not only of experts but also those of all farmers, that the promotion and application of modern agricultural science and technologies and training of farmers must be strengthened, all big grain growers must be organized to actively develop green, ecological, and efficient agriculture. We have the confidence and determination to ensure the food supply for the Chinese people through our own efforts, Xi said.

Xi is very concerned about rural revitalization. He walked along the roads to take a look at the sewage treatment tanks in Yongfeng Village as well as its overall appearance. He also inspected a medical service center in the village to further learn about the improvement of villagers' living environment and the COVID-19 prevention and control work. Xi stressed that the villagers are concerned about health care the most after they have enough to eat and wear. The building of a rural health care system must be advanced to ensure that all the people in rural areas have access to basic medical services. He also called for efforts to build primary-level Party organizations well so that villagers can be united to further promote rural revitalization after bidding farewell to poverty.

Before waving goodbye to the villagers, Xi told them that as the country's ruling party, the CPC will further advance the building of socialism with Chinese characteristics step by step and spare no efforts to complete all the tasks related to people's well-being, so as to lead the people to a better life.

Located in downtown Meishan City, San Su Ci is the memorial temple and former residence of three literary masters, Su Xun and his two sons, Su Shi, who is also known as Su Dongpo, and Su Zhe. During his visit to the temple, Xi learned about the life experience, main literary achievements, and family precepts and traditions of the three masters, as well as the historical evolution of the temple and the research and inheritance of Dongpo culture.

Chinese civilization has a history of more than 5,000 years, and fine traditional Chinese culture should be honored and cultural confidence strengthened, Xi said. He highlighted that it is important to draw on ways of state governance from fine traditional Chinese culture and learn extensively from outstanding achievements of other civilizations.

China should neither keep to itself, nor regard all from foreign countries as criterion. It must adhere to the path of socialism with Chinese characteristics, Xi said.

Family traditions and education are the most precious wealth of a family and the best legacy for future generations. Xi called for more emphasis on family traditions and education and on cultivating a strong sentiment to love families and the motherland among future generations so that young people will strive to grow into talent who can contribute to the development of the country and the society. He urged that members of the CPC and officials, especially leading officials, must act in a clean manner, run their homes frugally, keep integrity, discipline themselves in performing their duties and their families, and develop fine family traditions of CPC members in the new era.

On the afternoon of June 8, Xi made an inspection tour of Yibin City. The Yangtze River, Jinsha River, and Minjiang River meet in the downtown area of Yibin, which presents a magnificent scene. Built on the riverside, Yibin is known as the first city on the Yangtze River. Years of efforts on environmental improvement have turned the banks of the three rivers into a beautiful waterfront park frequented by local people.

Looking far into the convergence of the three rivers at Sanjiangkou, Xi was briefed about the ecological restoration and protection of the Yangtze River basin and implementation of the fishing ban in the river.

Xi pointed out that protecting the ecological environment of the Yangtze River basin is key to driving high-quality development of the Yangtze River Economic Belt and preserving the region as the cradle of Chinese civilization. Since Sichuan is located in the upper reaches of the Yangtze River, he called for the local government to increase their awareness of the overall picture, develop a strong sense about the protection of the upstream reaches, implement the policy of well-coordinated environmental protection instead of excessive development, and keep the river water clean through sound ecological conservation.

Xi paid close attention to the employment of college graduates as their total number is estimated to reach a record high of 10.76 million this year, up 1.67 million year on year. He chose Yibin University as a stop, watching the exhibition of creative works of excellent graduate students and learning about how the university helped graduates find jobs and start their businesses. At a job fair held on campus, Xi talked with the faculty, students, and employers to learn more about what kind of employees were wanted and how the graduates fared in landing a job. Xi stressed that the Party Central Committee has attached great importance to the employment of university graduates and adopted a set of policies and measures. Noting that now is a key time for college graduates to get employed, Xi emphasized efforts to tap employment resources and provide pragmatic and careful guidance and services. He urged colleges, employers, and related authorities to make sure more graduates sign employment contracts, particularly those from families that have just shaken off poverty, families receiving minimum living allowances, and families without a bread-earner, as well as those who have disabilities or did not get employed long after graduation. Telling the students that a happy life is the result of one's own hard work, Xi urged them to look at their own abilities and the needs of society in a down-to-earth and objective manner, choose a profession and a job based on actual conditions, be diligent and pragmatic, and improve themselves step by step through actual work. The next stop Xi visited was XGIMI Optoelectronic Co., Ltd. Touring the company's exhibition hall and factory, he was briefed about the company's efforts in independent innovation, product R&D and marketing, and job creation. He also learned about how the local government has made efforts to support private businesses and issue policies to help industries, micro, small and medium enterprises, and self-employed individuals hit hard by COVID-19 to overcome difficulties. Xi stressed that we should advance scientific and technological innovation and foster more top-notch enterprises in all sectors so that we will have more "hidden champions" and form clusters of scientific and technological innovators.

In the square outside the factory, Xi chatted with the company's employees. He stressed that as a major manufacturer, China should strive to improve its innovation capabilities and accelerate its transformation to a country strong in manufacturing. Noting that to become a country with improved composite strength means China should be strong in all fields and aspects, Xi said that to build a modern socialist country in all respects and realize national rejuvenation, the future is bright but the path leading to it can be tortuous. On his inspection tour, Xi pointed out that all local governments and relevant departments must resolutely implement the decisions and arrangements of the CPC Central Committee. Xi required that, abiding by the principle of making progress while maintaining stability, they should do a good job in all areas of reform, development and stability, with a view to maintaining a stable and healthy economic environment, a peaceful social environment, and a clean and righteous political environment, and thus create a good atmosphere for the convening of the 20th National Congress of the CPC.

Xi called on all local governments and departments to do a good job in coordinating epidemic prevention and control with economic and social development, and resolutely overcome challenges currently in the way of economic development. He emphasized that efforts must be made to create jobs, guarantee social security, and provide aid for people living in difficulties. Work in all areas must be done well to make people feel reassured and therefore social stability is secured, Xi said.

Perseverance makes the difference, and the country's dynamic zero-COVID approach must be unswervingly continued, Xi said. He required that people must have confidence, clear up all obstructions, and never slacken vigilance to ensure key links are consolidated in the control and prevention work, and thus what the country has achieved in its response to the epidemic can be consolidated.

Speaking of recent floods and geological disasters that occurred in some parts of China, Xi called for early contingency preparations by all localities and relevant departments to preempt major floods and other natural disasters and get well prepared for disaster relief. All localities and departments are urged to strengthen disaster prevention capabilities in order to safeguard people's lives and property.

Overall planning and coordination must be strengthened to make sure that hidden dangers of natural disasters can be detected in advance through careful patrol and inspection, Xi stressed. Xi also called for the protection of important infrastructure works, improved early forecast and warning of rainfall, typhoons, mountain torrents, and debris flows, as well as redoubled efforts to guarantee smooth traffic flow, and meticulous and down-to-earth measures for flood control and disaster relief.

He required that swift rescue efforts must be made immediately after disasters to strictly prevent secondary disasters and reduce casualties and loss of property to the minimum. He called for efforts to resume production and people's normal life as soon as possible while doing a good job in rescue and disaster relief. He also called for a good job in providing support and aid to people affected by disasters, maintaining sanitation, and preventing epidemic from happening after natural disasters, so as to avert relapses into poverty as a result of disasters.

Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, sent a congratulatory letter to extend his warm congratulations.

In the letter, Xi said that natural environment is the basis of human survival and development, and to preserve a sound ecological environment is the shared aspiration of the peoples of all countries. Since the Party's 18th National Congress in 2012, we have made ecological conservation an initiative vital for sustaining the Chinese nation's development. Embracing the concept that lucid waters and lush mountains are invaluable assets, we have launched a host of creative, forward-looking, and fundamentally important initiatives and taken major steps toward building a beautiful China. Chinese Vice Premier Han Zheng, also a member of the Standing Committee of the CPC Central Committee Political Bureau, read out Xi's congratulatory letter and delivered a speech. He said General Secretary Xi sending the letter fully demonstrates that the CPC Central Committee attaches great importance to the national event on the Environment Day.

Han said earth is the only home mankind has, and it is the common responsibility of all humans to build a clean and beautiful world featuring harmony between humanity and nature. Since the Party's 18th National Congress, the Party Central Committee with Xi Jinping at its core has placed ecological progress in a prominent position in the overall agenda of its work and contributed to historic, watershed changes in China's efforts to promote ecological and environmental protection. A ceremony marking the 40th anniversary of the founding of China Soong Ching Ling Foundation was held in Beijing on Tuesday. Wang Yang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), attended the ceremony and delivered a speech. He said General Secretary Xi's congratulatory letter has fully recognized the achievements made by the foundation over the past four decades and set requirements for its missions in the new era. This demonstrates that the CPC Central Committee attaches great importance to the foundation's work and has ardent expectations for it, and it points out the direction for the future development of the foundation in the new era. The foundation should study and implement the gist of Xi's letter, adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Xi congratulated Lee on winning the election and his appointment by the central government and commended Lee for his unwavering love for the country and the HKSAR, for his readiness to take on responsibilities, for his initiative, and for fulfilling his duties in different positions. Xi calls for advancing study of Chinese civilization

BEIJING, May 29 (Xinhua) -- On Friday afternoon, Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, presided over the 39th group study session of the Political Bureau of the CPC Central Committee to further a national research project on tracing the origins of Chinese civilization.

Chinese civilization is extensive and profound, and has a long history stretching back to antiquity. It is the cultural identity of the Chinese nation, the foundation of the contemporary Chinese culture, the cultural bond holding all Chinese around the globe together, and it is the treasure trove inspiring cultural innovation, Xi stressed.

Over the long course of history, the Chinese nation, with perseverance and determination, has endured hardships and traveled extensively and has ventured a course of development different from other civilizations. We should gain an in-depth knowledge of Chinese civilization's development over more than 5,000 years and extend research into its history, so that all members of the Party and society at large will develop a keener awareness of our history, build up cultural confidence, adhere to the path of socialism with Chinese characteristics, and work together to build a socialist modern country in all respects and realize the rejuvenation of the Chinese nation, Xi noted.

Wang Wei, director and researcher with Academic Division of History under the Chinese Academy of Social Sciences, gave a lecture on this issue and proposed suggestions. After the lecture, members of the Political Bureau conducted a discussion.

Xi made a speech while chairing the study session. He stressed that our Party has always viewed the history of the Chinese nation from the standpoint of historical materialism and has inherited and carried forward fine traditional Chinese culture. Through the continuous efforts of several generations of scholars, the research results of major projects, such as the project to trace the origins of Chinese civilization, proved that China's history includes million years of humanity, 10,000 years of culture, and more than 5,000 years of civilization. The project to trace the origins of Chinese civilization has made marked achievements, but there is still a long way to go. It should be continued and furthered.

Xi stressed that the project to trace the origins of Chinese civilization has provided a clear knowledge of the origins and formation of Chinese civilization, the history of its development, the process of the formation and development of its pluralistic and integrated pattern, and its characteristics and why it was formed in such a way. At the same time, he added, the results that have been achieved so far are still preliminary and phased, and that there are still many historical mysteries to be unraveled and a number of major issues, on which consensus is yet to be reached through evidence and further study.

Xi noted that the latest technologies of such frontier subjects as biology, molecular biology, chemistry, geoscience, and physics have been used on the analysis of our country's ancient historical remains, which has provided the origin-tracing of Chinese civilization with solid scientific base, and broadened our knowledge of the country's 5,000-plus-year history. Tracing the origins of a civilization and research on its formation is a complex, time-consuming, and systematic project. Archaeological exploration and literature research should be combined with tools and methods of natural sciences. Factors including material and cultural conditions and forms of social relations should be comprehensively studied, so as to gradually restore the development path of a civilization from its birth to prosperity. Overall planning and sound arrangements should be strengthened so that experts in archaeology, history, humanity studies, and natural sciences can make joint efforts to make breakthroughs. Endeavor jointly made by different disciplines, from different angles, on different levels, and with different approaches will expand the coverage and range of such studies. As a result, questions will be answered concerning the origins and formation of Chinese civilization, the path of its development, its internal mechanisms, and the evolution paths of all regional civilizations.

Xi stressed that the project has put forward its own definition of civilization and its solution to develop a more civilized world, which has made creative contributions to the research on tracing the origins of the world civilization. A good job must be done as far as the promotion, publicity, and transformation of the research results of China's theory on ancient civilizations and the project to trace the origins of Chinese civilization are concerned. Research, interpretation, display, and dissemination of unearthed cultural relics and sites should be strengthened to advance the influence and appeal of Chinese civilization.

Xi noted that over the past more than 5,000 years, the Chinese people have created a splendid civilization and made significant contributions to the progress of human civilization. We should link the study on the origins of Chinese civilization with that on other major issues including the features and forms of Chinese civilization and, through the interpretation on the origins of Chinese civilization, we will explore and explain how a sense of community among the Chinese people has been developed and how the Chinese people of all ethnic groups are united in diversity. We should carry out researches on the essential characteristics and the development pattern of Chinese civilization, which features benevolence, emphasis on people's lives, respect for justice and integrity, righteousness, and universal harmony, and elaborate on the profound cultural resources on which the Chinese path is based.

With regard to traditional Chinese culture, Xi noted that we should make the past serve the present, break new ground from the old, and carry forward its fine elements. We should establish discipline, academic, and discourse systems with Chinese characteristics, style, and flair for the study of civilizations, so as to provide strong theoretical support for new forms of human civilization practice.

Xi stressed that China's fine traditional culture represents the wisdom and essence of Chinese civilization, is the root and soul of the Chinese nation, and serves as the foundation for China to gain a firm footing amidst global cultural interaction. We have integrated the basic tenets of Marxism with China's actual conditions and with China's fine traditional culture, constantly adapting Marxism to the Chinese context and the needs of our times and promoting the creative transformation and development of our fine traditional Chinese culture. We should continue innovating on the basis of past experience, adapting China's fine traditional culture to socialist society and displaying the unique symbol of the Chinese nation so as to bolster the Chinese spirit, Chinese values, and Chinese strength. We should adhere to Marxism as the fundamental guiding ideology, carry forward our revolutionary culture, develop advanced socialist culture, and extract vitality from China's fine traditional culture. We should make full use of achievements from studies such as the ones on the origins of Chinese civilization to develop a more complete and accurate historiography of ancient China and make history a book for people to learn from.

Since ancient times, Chinese civilization has been known for its openness and inclusiveness, and it has gained new vitality through exchanges and mutual learning with other civilizations. We will uphold and promote civilization concepts that emphasize equality, mutual learning, dialogue, and inclusiveness and understand different civilizations' recognitions of their own value connotations with an open mind, Xi said. We should respect different countries' and peoples' exploration of their own development paths. We should remove civilization misunderstandings through cultural exchanges, avoid civilization clashes by learning from each other, and replace civilization supremacy with coexistence of civilizations. We should carry forward the common values of humanity that Chinese civilization epitomizes and promote the development of a community with a shared future for mankind, Xi said.

We should keep a foothold on the ground of China, tell stories of Chinese civilization well, and present a credible, lovable, and respectable image of China to the world. We should state clearly what kind of civilization and country China is, and tell clearly about Chinese people's outlook on the universe, the world, society, and their morality. We need to do whatever we can to exhibit the long history and cultural heritage of Chinese civilization, and encourage the world to better understand China, the Chinese people, the CPC, and the Chinese nation, Xi said.

Xi stressed that cultural relics and cultural heritage carry the genes and blood of the Chinese nation, and they are China's nonrenewable and irreplaceable cultural resources. We need to make cultural relics and heritage play their own role in cultural development and create a social atmosphere that facilitates efforts to carry on our fine traditional culture. We should actively promote the protection and utilization of cultural relics and the protection and inheritance of cultural heritage, explore the multiple values of cultural relics and heritage, and promote cultural products and value symbols that embody Chinese culture and spirit.

BEIJING, May 25 (Xinhua) -- President Xi Jinping met via video link with UN High Commissioner for Human Rights Michelle Bachelet on Wednesday in Beijing.

President Xi welcomed Bachelet to China. He expounded on major issues regarding China's human rights development in the context of China's history and culture, and reaffirmed the principled position of the Communist Party of China (CPC) and the Chinese government in upholding and protecting human rights in all areas. He stressed that, on day one of its existence, the CPC identified as its founding mission the pursuit of happiness for the Chinese people and rejuvenation for the Chinese nation, and has been working hard for the people's interests over the past century. The people's aspiration for a better life is what we are striving for. After decades of strenuous efforts, China has successfully found a path of human rights development in keeping with the trend of the times and China's national reality. We have been advancing whole-process people's democracy, promoting legal safeguard for human rights and upholding social equity and justice. The Chinese people now enjoy fuller and more extensive and comprehensive democratic rights. The human rights of the Chinese people are guaranteed like never before.

President Xi pointed out that in terms of human rights protection, no one can claim perfection and there is always room for improvement. On the basis of equality and mutual respect, China is ready to actively conduct human rights dialogue and cooperation with all other parties to expand common understanding, reduce differences, promote mutual learning, seek progress together, and jointly advance the international human rights cause for the greater benefit of people across the world. At present, it is most important to work on the following four priorities:

First, putting people front and center. It is important to take the people's interests as the fundamental purpose and goal, make continuous efforts to address the most pressing and immediate issues that concern the people the most, and strive to deliver a better life to the people. That is the biggest human right. How a country is doing on human rights is essentially gauged by whether the interests of its people are upheld, and whether they enjoy a growing sense of fulfillment, happiness and security. That is the most important criterion for assessing the human rights conditions of a country. The people should become the true masters of their countries and the main participants, contributors and beneficiaries of human rights development.

Second, respecting different countries' paths of human rights development. Human rights have historical, specific and practical contexts. With different national conditions, histories, cultures, social systems and levels of economic and social development, countries should and can only explore suitable paths of human rights development in light of national realities and people's needs. Any system or model blindly copied from another country regardless of the situation on the ground will not only look out of place, but also bring disastrous consequences. Should that happen, it is the people who will bear the brunt. There is no shortage of such examples, and lessons must be learned.

Third, following a holistic approach to all categories of human rights. Human rights are a rich and all-encompassing concept, and must be advanced with integrated and systematic measures. For developing countries, the rights to subsistence and development are the primary human rights. More efforts are needed to achieve development of higher quality, efficiency, equity, sustainability and security, so as to provide strong safeguards for the advancement of human rights.

Fourth, stepping up global human rights governance. The promotion and protection of human rights is a common cause for humanity and thus requires the concerted efforts of all. When it comes to human rights issues, there is no such thing as a flawless utopia; countries do not need patronizing lecturers; still less should human rights issues be politicized and used as a tool to apply double standards, or as a pretext to interfere in the internal affairs of other countries. It is important to abide by the purposes and principles of the UN Charter, advocate humanity's common values, and steer global human rights governance toward greater fairness, justice, equity and inclusiveness. China will continue to support the UN in making positive efforts for the international human rights cause.

Ms. Bachelet expressed appreciation to China for receiving her visit despite the COVID challenge, the first visit to China by the UN High Commissioner for Human Rights in 17 years. She very much values and cherishes this visit and will have extensive engagements and direct communication with the Chinese government and people across different sectors. The High Commissioner is confident that this visit will give her a better understanding of China. She expressed admiration for China's efforts and achievements in eliminating poverty, protecting human rights and realizing economic and social development, and commended China's important role in upholding multilateralism, confronting global challenges such as climate change, and promoting sustainable development across the world. The High Commissioner's Office would like to enhance communication and explore cooperation with the Chinese side to make joint efforts for the progress of the global human rights cause.

BEIJING, May 18 (Xinhua) -- Chinese President Xi Jinping addressed the conference of the 70th anniversary of the China Council for the Promotion of International Trade (CCPIT) and the Global Trade and Investment Promotion Summit via video link on Wednesday.

Your Excellencies Heads of State and International Organizations,

Distinguished Guests,

Ladies and Gentlemen,

Friends,

Good evening. It is a great pleasure to meet you all online. To begin with, I wish to offer my warmest congratulations on the 70th anniversary of the China Council for the Promotion of International Trade (CCPIT) and a sincere welcome to all guests attending the Global Trade and Investment Promotion Summit. I also wish to express our heartfelt appreciation and best regards to friends from all walks of life at home and overseas for your longstanding care and support to China's reform, opening-up and modernization efforts.

Founded in 1952 as a China-based institution with a global outlook, the CCPIT has been playing an important role in strengthening the bond of interest between Chinese and foreign businesses, promoting international economic and trade exchanges, and facilitating state-to-state relations. True to its founding mission of serving Chinese and foreign businesses, the Council has worked to promote trade and investment and advance China's institutional opening-up. It has explored innovations in international economic and trade arbitration, intellectual property right services, and commercial mediation, among others. It has kept up close ties with business communities across countries, provided platforms and opportunities for trade and economic cooperation between China and the rest of the world, and contributed to an economic globalization that is more open, inclusive, balanced and beneficial for all. The 70-year journey of the CCPIT has been an epitome of China's ever-expanding opening-up endeavor, and an important witness of how businesses from different countries could share in development opportunities and benefit from win-win cooperation.

It is my hope that the Council will continue to break new ground with its tradition of excellence, strengthen its service network for businesses, expand its international circle of friends, and score still greater achievements in contributing to high-quality development and a new development paradigm in China and to an open world economy.

Our world is facing a pandemic and drastic changes both unseen in a century. Economic globalization is experiencing headwinds, and the world is entering a new period of volatility and transformation. Now more than ever, business communities across the world yearn for peace and development, call for fairness and justice, and aspire for win-win cooperation. For this to happen, I would advise efforts on the following four fronts.

First, we need to pull together to defeat COVID-19. The pandemic has been going on unabated. Resurging with ever faster transmission, it is posing a serious threat to the life and health of the people, and taking a heavy toll on the world economy. We must put people and their lives first, actively engage in international cooperation on vaccine R&D, production and distribution, bolster global public health governance, jointly build multiple lines of defense against the virus, and work for a global community of health for all.

Second, we need to reinvigorate trade and investment. We need to balance pandemic response and economic development, strengthen macroeconomic policy coordination across countries, and get the global economy out of the woods at an early date. China has put forward a Global Development Initiative, which calls for concerted efforts to advance the UN's 2030 Agenda for Sustainable Development in all respects. We need to help the global economy upgrade its growth drivers, shift its growth model and adjust its structure so as to steer it onto a track of long-term, healthy and stable growth. We should support the WTO-centered multilateral trading regime, ensure security and stability of the global industrial and supply chains, and make the "pie" of cooperation bigger to allow development gains to better trickle down to people of all countries.

Third, we need to unleash the power of innovation in driving development. We should tap into the potential of innovation in spurring growth, jointly step up intellectual property protection, make rules on the basis of extensive participation and consensus building, and foster an open, fair, equitable and non-discriminatory environment for scientific and technological development. We should intensify exchanges and cooperation on innovation, facilitate integration of science and technology with economic growth, increase the sharing of innovation results, and remove all barriers that hamper the flow of knowledge, technology, talent and other factors of innovation. By doing so, we will better unleash the gushing vitality of innovation.

Fourth, we need to improve on global governance. In today's world, the future of all countries is closely linked. Seeking exclusive blocs will only lead the world to division and confrontation. We should uphold true multilateralism, embrace a global governance vision featuring extensive consultation, joint contribution and shared benefits, and mobilize resources from across the world to meet global challenges and advance global development. We should choose dialogue over confrontation, tear down walls rather than erect walls, pursue integration instead of decoupling, opt for inclusiveness, not exclusion, and guide reforms of the global governance system with the principle of fairness and justice.

I wish to reiterate that China's resolve to open up at a high standard will not change, and that the door of China will open still wider to the world. China will continue to foster an enabling business environment that is based on market principles, governed by law and up to international standards. We will pursue high-standard implementation of the Regional Comprehensive Economic Partnership (RCEP) agreement and high-quality Belt and Road cooperation, and offer more market, investment and growth opportunities to the global business community.

Let us join hands to uphold peace, development, cooperation and win-win partnership, work together to meet the problems facing the global economy, trade and investment, and jointly usher in an even brighter future.

To conclude, I wish the Conference a full success.
