Vietnam's top leader calls for improved operation of new governance model

HANOI, July 1 (Xinhua) -- Vietnam's top leader To Lam on Wednesday called for improved operational quality, service delivery and governance capacity as Vietnam enters the next phase of its political and administrative reform after one year of implementing its new model, the Vietnam News Agency reported.

Lam, general secretary of the Communist Party of Vietnam Central Committee and Vietnamese president, made the call while addressing a national conference to review the one-year implementation of the political system's overall organizational model and the three-tier administration model.

He urged competent authorities to improve the legal framework and organizational structure, as well as eliminate overlapping responsibilities, regulatory gaps and unclear accountability, according to the report.

He stressed that decentralization should go hand in hand with adequate resources, with authority, personnel, funding, data, implementation tools and responsibilities clearly delegated to lower levels.

The leader also urged authorities to effectively manage redundant public assets, offices and land following the restructuring, saying usable assets should be repurposed or handled in line with regulations, with priority given to education, healthcare, culture and other public services.

Vietnam launched a comprehensive reform of its organizational structure on July 1, 2025, officially transitioning to a three-tier administrative model comprising the central, provincial and commune levels, with the removal of the district-level administration.
