MOSCOW, Feb. 5 (Xinhua) -- Russia has declared a diplomat at Germany's embassy in Russia persona non grata in retaliation for Berlin's expulsion of a Russian embassy staff member, the Russian Foreign Ministry said on Thursday.
The ministry added that the head of Germany's diplomatic mission in Russia was summoned and handed a note outlining the decision. ■
