SEOUL, Jan. 28 (Xinhua) -- South Korea's special counsel said Wednesday it plans to appeal the court's partial acquittal of Kim Keon-hee, wife of the impeached former South Korean President Yoon Suk-yeol, calling the ruling on charges such as violations of the Capital Markets Act and the Political Funds Act "hard to accept." ■
