China Focus: Governors, ministers, executives prioritize key five-year tasks

BEIJING, Jan. 24 (Xinhua) -- Senior Chinese provincial- and ministerial-level officials met this week at the central Party school in Beijing for a study session focused on priority tasks for the next five years.

Chinese President Xi Jinping, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, called for a strong start to the new five-year plan when he opened the session on Tuesday.

The Party leadership approved recommendations for drafting the plan in October, setting out a framework for economic and social development from 2026 to 2030.

Xi said the planning mechanism allows China to focus resources on major initiatives, proactively identify strategic issues and ensure policy continuity.

Officials at the provincial and ministerial levels outlined concrete measures their regions and departments will take to implement these priorities, advancing national goals while adapting to local circumstances.

Xu Qin, Party chief of Heilongjiang Province, said the country's northernmost province is firmly focused on its strategic role in China's national development.

Heilongjiang has a key mission as a major grain-producing base, a center for heavy equipment manufacturing, an important source of energy and raw materials, a northern ecological buffer, and a new hub for opening up to the north. The province aims to leverage these strengths to achieve breakthroughs in high-quality development, Xu added.

Zhang Ke, head of the National Healthcare Security Administration, said the agency is prioritizing improvements in public welfare.

Zhang said the administration is managing medical insurance funds to support public health, hospital operations, and the pharmaceutical sector, ensuring all funds are used safely and effectively to improve people's health and well-being.

Chen Zhongyue, chairman of China Mobile Communication Co., Ltd., emphasized the need to appropriately advance the deployment of communication networks, computing power and AI infrastructure, as well as intensify research in key fields such as 6G, computing clusters, quantum technology and embodied AI, so as to support the digital-intelligent transformation of industries.

Minister of Science and Technology Yin Hejun said the ministry will strengthen fundamental innovation, tackle core technologies, accelerate the development of international sci-tech innovation hubs, and foster an open innovation ecosystem with global competitiveness.

Dai Houliang, chairman of the China National Petroleum Corporation, noted the group's efforts to pursue intelligent, green and integrated development to cultivate new dynamics and advantages. Dai added that a full push for green and low-carbon transition is essential to enhance the efficient supply of clean energy.

Last month, China launched island-wide special customs operations in the Hainan Free Trade Port (FTP), the world's largest FTP by area, allowing freer entry of overseas goods, expanding zero-tariff coverage, and introducing more business-friendly measures.

Governor of Hainan Province Liu Xiaoming stated that the province will leverage its unique resources and the policy advantages of the Hainan FTP to build a modern industrial system with local characteristics, and strive to accelerate the implementation of relevant policies.
