BEIJING, Jan. 21 (Xinhua) -- The Central Commission for Discipline Inspection of the Communist Party of China (CPC) has conducted an investigation into the breach of Party discipline by Xu Liyi, former secretary of the CPC Zhengzhou Municipal Committee, over the course of the record rainstorms that ravaged the provincial capital of Henan in July.

As a result of the investigation, it has been determined that Xu failed to effectively implement the decisions of the CPC Central Committee and the State Council, and failed to demonstrate the understanding, vigilance and precaution required to handle the risks posed by July's torrential rains.

His insufficient coordination, organization and emergency-response efforts, as well as his failure to perform supervision and relevant duties during the disaster, resulted in serious consequences and adverse effects.

On account of his major responsibility for issues relating to the disaster, it has been determined that Xu should be strictly held to account.

Based on relevant disciplinary regulations and laws, and with the approval of the CPC Central Committee, Xu has been given the penalty of a severe warning within the Party, and administrative demotion by the National Supervisory Commission.
